Disabled: Is it the person or the environment ?

” a individual on a wheelchair is not able to access a building due to presence of stairs, as he is not able to manage it being on the wheelchair. But the same individual was able to enter the next building cos the presence of a ramp slope” 

The individual had a disability (i.e. he experienced a problem in executing a task or an action) when he was not able to manage the stairs and enter the building , whereas the same individual did not encounter any difficulty while entering the next building with the ramps (thus he did not experience disability)

 

Disability as defined by the WHO :-

” is an umbrella term, covering impairments, activity limitations and participatory restrictions.”

It is a complex phenomenon, reflecting an interaction between features of persons body and features of the society in which he or she lives. Individuals are disabled by the community and socities that they live in, just not by their bodies.
